Hi and welcome to the forum.
This is actually an Exeter mark and JH is Joseph Hicks. The combination of maker's mark and lion passant shape confirm this.

Thank you!! This is the piece that the marks are on. It's a small ladle, the size of a mustard ladle, but with an extra large bowl.
